Connected vehicle technology is creating new opportunities to modernize the tolling experience. This session highlights the North Carolina Turnpike Authority's in-vehicle payment pilot, which enables drivers to pay tolls directly through participating vehicles without traditional transponders. Presenters will discuss the challenges driving innovation in toll collection, compare emerging V2X payment approaches, share lessons learned from public-private partnerships and explore how connected vehicle technologies can improve customer experience, security, interoperability and operational efficiency.

James “J.J.” Eden has worked for 50 years in the tolling and transportation industry. JJ serves as Executive Director for the North Carolina Turnpike Authority (NCTA). He is a former board member of OMNIAIR and IBTTA and the current CEO of the Alliance for Toll Innovation (ATI).  Previously, JJ served as Vice President and Director of Tolling for AECOM. Prior to AECOM, JJ served as Chief Operating Officer for the North Carolina Turnpike Authority, where he developed the business rules, operating procedures, and AET systems for the state’s first modern toll roads. Early in his career, JJ was the Assistant Chief Engineer at the Pennsylvania Turnpike, where he managed all facilities design, construction, and maintenance, including the design of the toll collection and ITS systems. JJ co-authored the industry’s first Management Online Maintenance System (MOMS) and was a founding member and current Executive Board Member of the Interagency Group or E-ZPass. In 2022, JJ was inducted into ARTBA’s Foundation’s Hall of Fame as an Innovator for co-founding E-ZPass. In 2024, The Triangle Business Journal named JJ one of their Corporate Leaders of the Year. 

Manish Chourey serves as the North Carolina Turnpike Authority's (NCTA) Chief Technology Officer and is responsible for toll system technologies deployed on North Carolina roadways and NC Quick Pass backoffice systems. Prior to joining NCTA, he was a Senior Director of System Development at Conduent where he was involved in toll system implementations across the country. Manish has more than 30 years of experience in all phases of software development and technical solutions for tolling projects. He has a bachelor’s degree in physics and computer technology from the University of Mumbai and has a master’s in technology management from the University of Maryland Global Campus.
